No, but the balance of votes should be updated so each state receives its genuine proportion of votes based on population- and then each state should switch to proportional allocation of its share of votes with a ranked choice voting system. It's almost functionally non-distinct from eliminating the EC and replacing it with a ranked vote system, but by leaving a true-proportion intermediary reduces the incentive for burial and therefore increases Condorcet efficiency
