No, the only proper way to retire an American Flag is to ultimately burn its parts and then bury the ashes in a federal cemetery or a boy scouting reservation. Burning our national emblem, however, is an act of violence against our nation and as such is just short of treason. To properly retire an American flag you cut the ensign out then separate each of the stripes and then burn the remains. After cutting the blue star-spangled field out and then separating the stripes you no longer have a flag in your hands.
