Yes, but only after the no-fly list has been thoroughly checked out to make certain that the person whose name is on the no-fly list is, in fact, the person who is supposed to be on the no-fly list and not some who is unlucky enough to have the same name. Robert Kennedy once found his name on the no-fly list, but an Irishman named Robert Kennedy suspected of IRA connections, not Robert Kennedy, the US Senator.
