It is a violation of the 2nd amendment for the general government to put restrictions of any kind on the individual ownership of firearms. They can however say you must own a firearm and even what type of firearms you must have. Individual states can put restrictions on personal firearms ownership as long as those restrictions aren't in violation of their state constitutions.
