What gives them the authority to make that kind of determination? When children are massacred, the community has the right to know exactly what happened and why.

The only legit reason is to redact the parts showing security plans of schools, entry/exit plans of school buildings and their security force & timing. Everything else should have been immediately released. It’s all to hide her motive and motivation factors.
