This could lead to ignoring people's own culture, but that isn't an issue someone outside of that person's culture should worry about.

Yes, as there is a point where many cultures that may not be considered 'advanced enough' are unable to comply with the standards of modern society. Conformance to liberalism is neocolonialism.

Yes and no, if a person is looking carefully & closely to their culture, they can actually start to see the important parts of their culture/heritage. If not then they will ignore important parts of their culture and heritage.
