It depends in what public property they choose to sleep in, and if there is an implied risk of safety for the location they choose to inhabit. If they are dangerous, that would be a bad idea and present a risk to society. If they are safe, it could still be bad if they deter clients/customers to some places, but it could benefit their livelihood if they don't like shelters.
