Screen their mental health and gauge whether or not they are able to, in good consciousness and health, refuse shelter or housing and if they aren't, place them into mental care facilities as homelessness is taxing mentally can degrade one's self worth and safety. Only do so long enough until they are able to be mentally sound and clear to make the decision positively.
