What would you say to someone who believes their actions are too small to make a difference for the environment?

Every person contributes-consciously or unconsciously. Take responsibility for your own messes.

We all emit carbon emissions; whether it be from our cars, stoves, or our other appliances. Saying "I'm not making that much of a difference" is a big teller for someone who doesn't give a **** . Unless a person is living off grid, there's going to be huge amounts of carbon emissions being produced. How about driving to work? The emissions of your car directly contribute to climate change. Of course, we don't have a huge choice as electric cars are expensive and largely unreliable at the moment, but it wouldn't hurt to walk sometimes (if possible).
