If homeless individuals encamp on public property during closing hours, authorities should be able to escort them to the nearest homeless shelter and provide them food, clothing, and medicine. However, if they refuse available shelter, then that is their choice and they should be allowed to leave, at the requirement that they don't encamp on closed public property or private property.
