Honestly if they're showing absolutely no improvements to either finding a job or to improve their lives whatsoever and they're showing a clear independent to stay on drugs or to stay as a homeless person on the streets I know it sounds bad but I think it's about time you put them down like a dog it sounds bad but if they're not willing to contribute to Society at all and are continuing to plunge themselves like that they need to be removed
