No, it should be a criminal offense and they should be put into a 2 year forced work program ran by military contractors or the national guard for each state but not the federal government. That way they can contribute to society and make up for the vagrancy and also learn a new skill and make at least some money so, by the time they finish they could be sober, have some savings, and a new skill to merge back into the workforce. If they are mentally unfit to do this, into the mental hospital they go.
