America is responsible for less than 15% of all the world’s carbon emission and billions and billions of tax dollars going towards a “potential” 1% reduction is a waste of tax payers money. Other countries are the majority problem and working with those countries on how they can reduce their footprint makes more sense. World polices need to be put into place.

As you said, world policies need to be put in place. This includes the USA. Even if America wasn't the majority of the problem for historic emissions(which we are the most responsible for), we have the means and solutions to lead a more sustainable, just, and prosperous economy. Think of environmental regulations as one way toward an enduring and wealthier nation.
