As you said, world policies need to be put in place. This includes the USA. Even if America wasn't the majority of the problem for historic emissions(which we are the most responsible for), we have the means and solutions to lead a more sustainable, just, and prosperous economy. Think of environmental regulations as one way toward an enduring and wealthier nation.
