Granted there are instances when the federal government just doesn't need to be or get involved, and in those circumstances the ensuring of security falls on the state and local governments. However it falls to the federal government whenever local or state government can't, won't, fails to do so, or can be/ or will be overwhelmed, like in cases of pandemics, hurricanes, the like, or when in the 1950's Pres. Eisenhower sending troops to Little Rock (as an example of state and local government refusing and failing to ensure that citizens were secure).
